China’s mandatory national standard for e-cigarettes has been approved and will be implemented from October 1, 2022

On April 12,2022 the State Administration for Market Regulation of China (National Standardization Administration) approved the mandatory national standard for “electronic cigarettes” (hereinafter referred to as “National Standard”), which is now released and will be implemented from October 1, 2022.

On the official website of the National Standard Information Public Service Platform, the above-mentioned “National Standard” shows that it has been approved and released.

On November 30, 2021, the “National Standard” first released a draft for comments. On March 11 this year, the second draft for comments was released, and the content was partially deleted.

For domestic e-cigarette manufacturers, the main impact of the “National Standard” is that they cannot produce non-tobacco-flavored pods and oil-filled e-cigarettes, and make clear regulations on the nicotine content and nicotine source of the products.

In March, the State Tobacco Monopoly Administration also announced the “Measures for the Administration of Electronic Cigarettes” and announced that it would be implemented on May 1. The “Administrative Measures” stipulates that engaging in the production and business activities of e-cigarette products, vaping products, nicotine for e-cigarettes, etc., and obtaining a tobacco monopoly production enterprise license, which is the so-called “license system”.

According to Jiemian News, since the policy has not yet been implemented, e-cigarette consumers are rushing to “stock up” before May 1, and manufacturers in the industry have not stopped production. The implementation date of the “National Standard” is 5 months later than the above-mentioned “Administrative Measures”, which actually gives e-cigarette manufacturers a certain buffer time.
